Default High idle. 1700-2200 RPMs

I know, you've all seen this asked before, but I have to ask because I find no definitive answers in a search. My idle sits at 1700-2200 regardless of engine temp. I can unplug the MAF and the idle will drop to 'normal'(700rpm) for 10 seconds, then it shoots back up(without the MAF plugged back in). I unplug the IACV and TPS and there is no change to idle RPMs. I did clean the intake, throttle body, IACV and MAF with throttle boby cleaner and a toothbrush. No change in idle. Only codes are a P0304(misfire cylinder #4) and a P0316(misfire causing excess emmissions; that's what my scan tool calls it.) New plugs and 8mm wires. I can clear the codes and they will come back after one start and 20 minutes of driving. Tonight I will be checking the manual for specs on the MAF to test it. Any additional insight would be appreciated. 85k miles on a '96 Disco I.

Hmm, for some reason I skipped that step. Will check tomorrow. Didn't hear any vacuum leak, however. Can't hurt to check.

spray some of that throttle body cleaner around common vacuum leak areas..when the engine revs up you've found your leak
