Hello,
Assuming your engine is not EDC, and has the mechanical Bosch fuel pump, here is a link to a PDF that goes through performance tuning in great detail.

Easy to do, but make sure you have a Pyrometer/EGT gauge.

Cheers mate I have since done some research and have found out that info next stop is the bank thanks very much mate and I already have 31" summit mud hogs 2 inch lift as of yesterday and a full length roof rack and I am in the process of customizing a rear bumper off a f250 and I am rebuilding my dads winch as we speak

I had the same problem with a sluggish 300 Tdi and broke the bank by installing the V-TDi Turbo with excellent results above 1200 revs and boost of 1,1 bar BUT took the good advice to install an EGT monitor system and boost guage and only then started to play around with low revs (750- 1100) boost by setting the Diafram, Star wheel, smoke screw and maks fuel supply.
I am still not 100% where I want to be but there is a Huge improvement.
Remember a 300 TDi can do just so much and if you want good low rev responce you will have high EGT on top revs.
Sluggiish on low revs and the EGT would seldom rise over 720 deg C
