A bad brake booster will never allow the pedal to go to the floor. The wooshing sound is air not being silenced from the brake booster. Most boosters have a silencer in them so you cannot hear the air moving in and out on the operator side of the diaphragm.(normal), your silencer is probably crap. Doesn't mean the booster is bad however.

What you are describing is a hydraulic issue.
