That first MAF reading, what rpm? What is your volts at idle on the ug?

Mine is 14.10 with no draw, I got here by cleaning and adding battery grounds

Who reset your ecm?

Do you have problems filing with gas sometimes ? Hard to believe no codes

The first maf reading was right at startup so it would have been 1900 rpms. Had a friend reset the ecu for me which resulted in the idle returning to normal for all of 2 minutes. The voltage at idle hovers right at 14v. I have had trouble filling up now that you mention it, been that way for two years. Every now and then the pump fights me unless I go very slow.

So I was poking around and the PCV hose on the passenger side is roached, would that cause this issue? I'm stumped at this point so I'm looking for anything out of place.

Wanted to update this thread in case anyone else has a similar issue. I finally got around to fiddling with the Rover again. After I ruled out a vacuum leak by replacing every line under the hood, I picked up a new IACV and it solved the problem. $40 from NAPA and about 10 minutes worth of work, idles perfect now.
