Default Instruments Not Illuminated

Hello community, I wanted to see if anyone has chased down issues behind the main fuse panel related to the instrument cluster. My instrument panel on my ‘98 isn’t illuminating. The instrument rheostat isn’t getting power nor is my glovebox light. The fuse (fascia fuse 14) is fine and I’m getting 10V there. Headlights and other dash indicator lights work fine. Before I start pulling out my fuse box to check the maze of wiring connections behind it (and probably creating new problems), I wanted to see if anyone has had similar issues.

Glove box light = only works with parking lights on

I have had to replace dash light bulbs. They are not very bright, so some folks replace with LEDs. Maybe check the bulbs.

IIRC, the cluster lights do not function when there is a blown bulb on the tail lights.

Solved. There was a short in a front fog light that manifested itself up in the instrument illumination panel. Engine compartment fuse 2 "Side Lights" was blown. In case anyone has an instrument illumination issue in the future, here's what I learned.

1) The instrument illumination panel is serviced by cabin fuse 8 "RH Side Light". Cabin fuse 14 "Instruments" is a red herring. It doesn't service the instrument illumination panel.
2) Cabin fuses 2 & 8 are labeled "LH Side Light" and "RH Side Light". Counterintuitively, your side lights are not the little yellow lights on the side panels. The "Side Lights" are on the sides of your bumper. These fuses serve many components, it's weird they label them as "Side Light" fuses.
2) Cabin fuse 8 also serves your tail lights (the rear lights that come on with the headlights). If your instrument illumination panel is out, check your tail lights. If they are out too, but fuse 8 is fine, then your issue is upstream.
3) Cabin fuse 8 is fed by engine compartment fuse 2 "Side Lights". If your instrument illumination panel is out and your tail lights, check this fuse.
4) If engine compartment fuse 2 keeps blowing out, try unplugging your fog lights. These are prone to shorts and are tied directly to engine compartment fuse 2.
5) If your tail lights are fine, but the instrument panel isn't illuminating, your issue is probably in the rheostat wheel (takes 5 min to access and test) or the multi function unit (behind the cabin fuse panel)

The Electronics Troubleshooting Manual I downloaded from this forum really saved me. I didn't fully understand how to read it, so I uploaded it to ChatGPT and it taught me what each number and symbol meant. This repair would take an experienced mechanic 10 minutes, but it took me 3 days. I learned a lot though.

Engine compartment fuse 2 "Side Lights" is upstream and feeds everything on cabin fuses 2&8. That's where I found the problem.
Dont do this.  I didnt realize I didnt need to check each wiring connection in the steering column linked to fuse 8.  If Id read the wiring diagram and thought about it, I would have popped the hood and checked engine compartment fuse.

also if you lose your turn signals and brake lights and blow 15amp #1 fuse on the road it is caused by the rear defrost - unplug rear defrost switch and replace fuse - chase the heating elements and third tail light issue when you can
