Looking at 97 D1
The "death wobble" is what you get when there are loose components in the front of the truck upto and including the swivel *****.
What happens is you are driving at highway speeds and hit a bump, like a expansion joint or a pot hole or whatever and the steering wheel shakes out of control and you have almost no control over the vehicle until you slow down.
The #1 suspect is always the steering damper, but that has nothing to do with it. The steering damper is only there for off roading.
The only way to find out for sure if it has the death wobble is to take it on the highway and hit a bump at 65+ and see if you careen off a cliff and die.
You can also have the entire front end inspected but unless they know what they are doing they may not find it IF it is there.

Did you have the tranny in nuetral when attempting to shift high to low?
Does the diff lock work? ( side to side shifting to lock and unlock the center diff), it the same shifter but different linkages.

It's a pretty simple fix if you remove the center console and drill out the rivets around the rubber shifter gaiter. Sit it aside to pop rivet back in, and you will be looking at the entire linkages. I don't know how well you can get to it from below if you don't want to remove the console.
If you spray it down good with PB Blaster, let it sit, re-spray a few times, start working it gently, it should loosen up. I had to totally rebuild my CDL linkage and replace the CDL Switch as well to get it totally operational.

Here's a couple of pics of the access panel I "installed" in the passenger's floor board to get to eveything much easier. The CDL shift linkage is to the furtherest right side of the pic, that is the pivot point tat rotates and engages or disengages the CDL.
The round can looking device to the extreme left is the hi/low solenoid.
If it fails, it will cause shift problems.
After I completed my repairs, I pounded the "flaps" back in place,sealed it with RTV and cut a patch panel to cover it all up and pop riveted that in place. A little bit extreme maybe, but I had to be able to see and get my big hand in there to get to the CDL switch to replace it.
