this may sound ghetto or obvious but remove the gas cap then start her up and then reinstall the gas cap.
Is there pressure in the tank when you remove the cap?
Id also think about checking for spark plug/coil/wire harness issues.
mucky fuel filter can cause volume issues making starting dry
be sure you throttle cable is adjusted according to the manual and be sure to perform adjutments and running temp
