Mine turned out to be the relay thats on the passenger side. Exact same symptoms minus the messing with window ECU stuff, both ac units were "dead"

Sorry for the delay in replying. Passenger side kick panel, its one in there. I couldn't tell you which one as mine is like pandora's box down there with wiring. Mine seemed like it should have been one of the three clipped directly to the firewall as opposed to with the big group bolted up under the glove compartment. Hope that's some help!

You’re good! Wasn’t able to get around to it this weekend anyway. For real, it’s chaotic down there! Just trying to move wires out of my way to install the new window ecu had me more stressed out than anything I’ve done to the rover so far lol

Must be a 96 thing to have wild wiring
