Default Occasionally sticking in park, not brake light switch

My 98 has developed an issue over the last few days of sticking in park. Already determined its not the brake light switch via bypassing the switch and even trying a second switch for good measure. It doesn't do all the time but its getting more frequent. Since the switch has been ruled out and it only does it sometimes, where should I look next?

I can hear the solenoid clicking every time I hit the brake pedal but it seems to only allow me to shift when it feels like it. I find that if I hit the brake a few times it seems to free up but that may just be coincidence. Would the solenoid be something I could clean or is replacing it the only way to remedy things?
