Plenty of solvents on the back aisle of the parts store, or even plain old mineral spirits. You can test a solvent with a clean white rag, and rub the plastic, if the color of plastic comes off on rag that might not be the solvent to use.

Mineral spirit bath, put it back.
All it is doing is allowing blow by out and not dirt in, in my opinion the dirtier the better.

Slightly dirty air filters have additional rough surface area to trap particles. They work even better when slightly soiled. Throw one rock in a stream. Throw a lot more, leaves and grass flowing by begin to get trapped. Do too many, and you have a pretend beaver dam. But if PCV vent is blocked up and your blow by and evaporation of oil can make a pressure to cause some seals to leak that otherwise would not.
