Default Question re: Rear/side reflector on Bumper

Virginia state inspector failed me today for these lights being "inoperable." I am not actually certain they are supposed to light up when I signal? All other lights on the rear bumper assembly work normally. Really I'm just trying to assess if this guy even knows what he is talking about so I can attempt to asses his other "findings" about the car or whether I just take it somewhere else. Are these even supposed to light up when I signal?

Thanks, when you say "lights with parking" do you mean it is supposed to light up any time when the car is in park?

Side = parking lights 194 bulbs which commonly burn out (I use Red or Orange Sylvania LED's). Rear = 100% reflectors

Thanks ya'll quick easy fix with the bulb swap. Thankfully it was just both being burned out not anything more complicated.
