Default rear step not going up automatically

The rear step on my '98 is supposed to automatically move up into the "stored" position when I begin driving according to my owner's manual. However, it doesn't. It's not a big deal because I can just lift into up into stored position manually; but if there is an easy fix I'd love to get her done. Thank you.

I would guess the hydraulic mechanism is shot:

Sounds like the strut is shot. I've never heard that it goes up when you start driving, just when you take your foot off it.

I think you are right. I assumed "when not in use" meant when I was driving. I wouldn't know because it didn't work. I'll clean out the little hinge piece and spray it with some WD-40. Thanks for the help.
