Rotted Frame - Scrap for Parts? Seeking Advice 1999 Disco I
They refuse to take it back or offer refund. I contacted three attorneys who all said they because I signed an "as is" contract that the only case I'd potentially have is a false advertising case. However, because this is major scam operation, they open and close bank accounts and use different names on banls than the business, etc. to move around swiftly (it's a mob run operation basically).
Step one is contact the BBB. This is only something to do as often little will come of it, but it helps to warn others. Right now they have an F rating...

Those attorneys are idiots. This is not an as-is situation because its not private party, but a business. So this falls under intentional misrepresentation, etc. Again, contact the state attorney and be clear that based on reviews this is not just a one-off. If you live in other state there could possibly even be federal crimes committed. I would also contact whichever issuing bank you have that supplied the funds to them and open a dispute. The sooner you start all this, the better. Otherwise my advise is to scrap it since you have no clue what other dangers there could be with this vehicle.

With your purchase, you can tell they knew about the frame issues as its the only Discovery on their site that does not have frame pictures.
Long story short the owner is very connected with Ukrainian and Eastern European individuals in the NJ area. They've had quite a few businesses and still run several dedicated to various types of automobiles. If you were to sue them, which I recommend you do, I would assume that the owner will threaten you with several of his lawyer friends that live in the area. I wouldn't consider this "the mob" but I would consider this very mob-like.
Depending on how you paid for the vehicle, I'd suggest going through your bank or financial institution. Likely you can get a hold or reversal. If you purchased through eBay (which they probably asked you to avoid), eBay may provide you some protection. If you wired money to them through your bank, you might be able to go through a fraud division with your bank.

I fixed the rusty frame on my 98, so it can be done. I did pay only $1500.00 (Cdn!) for the truck tho. It cost me 5X that to fix it, but I figured on that going in. Hope you can come to a reasonable refund situation.

Not that difficult to repair rusty frames (with holes). Disco frames aren't even that thick of steel ..lol. Just takes some time. Guys repair really rusty corvette frames all the time. What I would do is cut and weld in new metal in 3 steps: Bottom, then each side. Usually the top of the frame is good and can be retained and welded.
For the bottom, get some steel and hammer over the very ends to make a very shallow 'U" shape. You only need to bend over like 1/4" of metal. Use a torch if you need to. Then contour your bottom patch to match the contour of the frame bottom you are replacing. Cut out the rusty bottom part, then weld in the new patch. You can cut it out with a die grinder (with friction wheel), angle grinder, or plasma cutter. For the sides, make a cardboard template of the pieces you need to cut from your sheet of new steel. Cut out the new side pieces and weld them to the bottom patch you already have in place. It seems more difficult than it sounds. Once you get started it goes pretty quick. Make sure you support the frame with jackstands. I actually like doing projects like this once in a while. Kind of fulfilling to fix something that was before ...terminal.
If you don't have the tools, you might find a fabricator who has a hoist and pay them to do it. It takes time, that's the only downfall. Or buy a welder off facebook. You could use a cheap flux core welder for a job like this. Flux core you can weld on somewhat rusty metal, whereas gas mig you really cant (very well anyway). Remove the fuel tank if it's in the way. Always keep a fire extinguisher handy just in case.
