I under stand what you are saying, my Sprinter with the 2.3L TD5 is very zippy, but it has a 5 speed auto which means that 1st gear is a very low ratio, just like a 5 speed manual.
It is governed to 82 mph, but it tops out at 78 and slows going up hill (top sped of 76 with low quality fuel) but I get a average of 22 mpg, and in my job thats pretty darn good.

As to your expressway speed issue, think about this, something like 90% of Rover diesels are sold in countries that do not have expressways and these trucks never see a paved road in their entire life.
So speed is not a issue, but reliability and fuel economy is.

Remember that Rover are purpose built, and their purpose is to do great things...just not quickly.

It says he bought it from a neighbor, but I do think its funny, but then again people say range rover all the time, they don't realize that a range rover is a model of land rover.

I'm guessing his neighbor did the restore not him. I didn't know series rovers had a split rear end, that's pretty cool

deisels don't have carb right? so I'm assuming according to my very short look at wiki that it probably has an inline 4 either 2.0L or 2.25L. and Yes it is cool.

It says crank start too, just like an old tractor, I love it.
