Shaved the Bumper!
I really don't see the need for tape. You're basically just taping a line that already exists. 20 seconds with a sawzall or jigsaw and you're done. Cut it longer then you can always trim it shorter later.
Just make sure you do not hit anything more substantial than a butterfly or you will wipe out that fancy gutter stuff. That is why I went with the expanded metal.
I went to the blog in the link, but the video embedded in the blog was blocked due to copyright issues...
As far as the Vo-Tech thing, I gotta go thru all the registration and other related hoops but I got my grandkids school counselor as a resource so I called her to give me a hand getting that ball rolling.
I took a welding course at Southern Tech way back in the early 80's and did a little bit of welding on some of my tempoarary work while getting started in Aerospace. So I figure being here in Pittsburgh for now, I may as well take advantage of all the available resources as far as availability of metal cheaply, the Vo-Tech school and their resources.
Also my oldest son is working his way into the NDT field as a Certified Welding Inspector and my wife's cousin (Daniel's big boss has almost 40 years background in welding from the bottom level all the way to Certified Pressure Vessel Inspection. His firm places NDT people all over the world. We finally got Daniel to get serious about his future and start getting his certifications.
So we will see what does develop.
Side note: Does anyone have any spare 3 inch CDRW's laying around. I cannot find any at any of the stores since that technology is outdated. I just need a few for my Sony CD Mavica. If anyone has one laying around, I would appreciate getting it.

I did find them on EBAY. I was amazed at the quantity of Sony Mavica Cameras on there and how much the asking prices were, but I found a decent deal on new Memorex CDRW's in the 3 inch size, So I will have to get a pack while they are still available.
It's such a nice camera and it still works, so a pack of disc and I can take pics once again.

Do not know anything aabout the DII bumper, but the DI bumper is just two bolts going thru the frame, so if the frame are the same spacing and the mounting is the same, then what else would matter.
How does the DII bumper mount?
