Default Timing Belt

Hi,
I have a 1993 discovery (old but still goes well), it started making a strange sound, as the fan had a slight wobble I replaced the water pump. Noise was still there so I disconnected all belts and ran the engine and the noise was still there. So I assume the timing belt is the next area to look at as the belt is 9 yr old but only done 40000 kms. Reading other posts and looking at kits available I have some questions for the more experienced.
As money is an issue, what is the bare minimum that has to be replaced.
Do I need to replace cam seals and orings.
Can I use the old idler and just replace the tensioner.
A kit has an injector pump gasket, does the pump have to be removed also.
Also any other advice for doing this job, I will be getting the fuel pump pin and flywheel pin. Also have the rave manual.
Thanks for any input.
