My turn signal blinks rapidly every once in a while and then goes back to normal. I checked all the lights are not burned out. Could this be a relay issue? or a short? where are the turn signal relays?

Flasher is under dash, open the fuse panel access plate below steering wheel. To left and lower corner of fuse panel is square flasher. The big round one in the fuse panel is for the rear window heater.
You will find it is quite handy to have a copy of the RAVE, and it includes wiring diagrams and pictures of where things are.

just a suggestion, but the next time you get a fast flash...check to see if all the lights that are supposed to be flashing then....actually are. Mine did the intermittent deal and it turned out to be a poor connection in the front signal light. If you have a bulb out you will likely get a fast blinker....to let you know that there is a problem.
Order at least two of these.

Your problem is the turn bulbs in the rear bumper, remove them, look inside the holder, it will be corroded.
When you hit a bump the bulb looses contact, hit another bump and it makes contact again.
Eventually you will need two of these too.

If you do not have rear mudflaps, those bulb holders in the rear bumper will corrode faster than you can replace them.

Excellent! I looked at them and you are correct! I will order parts!
I fought this issue for years, it was to the point that I ordered those bulb holders everytime I ordered from AB, I even kept a extra one in my truck.
I also had to do the wire harness repair.
Dielectric grease...no difference.
