I'm with spike, somthing to do with wires in the ignition switch or an electrical contact in the switch itself, sort that out then worry about the drain.

Are you sure your check engine light is working? If you turn the key to the 2nd. position, does it light up for a moment?

Then try a used ignition switch assembly from Will Tillery or Paul Grant would be my first chain of thought.
