Coil wouldn't have anything to do with starter not turning over... different issue.
Maf issue wouldn't cause only one bank to have issues. Look at that banks intake leaks, exhaust leaks, coil pack, 02 sensors, cat, injector drivers (does it have that seperated by bank? Something that affects those four cylinders is the culprit. It is not fully burning the fuel. Now figure out if it isnt sparking enough due to bad coil.. or over fueling due to intake or exhaust or vacuum leaks making sensors read off or just due to bad sensors/cats themselves.
Like i said, i have no specific rover experience, but tons of IC engine experience and this is standard troubleshooting

I have the blue STI spark plug wire installed and seated properly.
Always running 93 octane, though this past Winter came the wife filled up with some junk gas that caused the truck to stall out and sputter. The solution was a couple bottles of K100 Fuel Treatment and after a short time the truck was back in action.
So far I have added: Seafoam to the gas tank
Marvel Mystery Oil to the gas tank
Lucas Fuel Treatment with Upper Cylinder Lubricant to the gas tank
Techron Fuel Injector Cleaner to the gas tank.
With all that in the tank I am hell bent to make this Rover into a Formula 1 car at least for a few seconds!
The Airbox Filter is clean as a whistle!
Took a walk on the wild side and installed a set of E3.46 Spark Plugs as per reading a thread where Disco Mike had positive things to say about them. So far so good, much of the power has returned, and so far the P1316 code has not shown up.
I have some furnace cement that I will apply to any exhaust leaks under the truck. The way I find the leaks from underneath is connect the shop vac to the tailpipe so it blows into the pipe. Get under the truck with a spray bottle of soapy water and start spraying till I see bubbles. Ol how I much rather doing this now and not between late Autumn and Winter.

Just wanted to give a 5 day update.
So I found a few small holes in the exhaust pipe, one was large and right next to the 2nd bank lower O2 sensor. I used some furnace cement to patch the holes and the truck seems to have returned to its normal power, and is not as loud.
For now I will pause on installing the newer injectors, and the O2 sensor.
Speaking of O2 sensors what is a healthy range to look for via the UltraGauge (normal city driving)? I dont want to replace them if they are still working.
Since 2018 the fuel rail pressure would drop to near 0-psi if the truck set for a couple of days. I have noticed that now if not started for a couple of days the pressure it holding at 25-psi.
Could that techron / lucas / marvel mystery oil cocktail be kicking in now?
Can I eliminate not installing the new fuel pump?
5days of driving and no more P1316 code, no codes at all and the CEL remains off.
I no longer smell the gas fumes from under the hood.
Back here again after two months.
So after my last post I noticed I had several leaks in the exhaust. Patched a few which caused holes to appear somewhere else along the exhaust. Last week I installed an entirely new exhaust system from the manifolds all the way the end of the truck, everything! This includes installing 4 new O2 sensors. I was surprised the power wasn't there and I was getting the 1316 code again. I removed the brand new spark plugs after 2 months of usage and they looked terrible.
I switched them out for a new set of NGK 7131 plugs.
Could it be that it was a bad exhaust system / bad O2 sensors clogging the plugs?
no issues with mine. only problem still when it gets hot out, i drive my Disco for a while, turn off the engine, it won't do anything if I go to crank it back up. Has to sit for 20 minutes or so. Otherwise, lights, etc., all work, just turn the key and nothing, just a faint click of the relay under the glove compartment area. I swapped that around, same issue. Some suggested a bad starter or Crank sensor. Thing about all this, never does it when I get back to the house so I can test it, like jumping the around the starter, (12v from battery to starter solenoid) . One day I'll find the problem, lol.

What you describe is the classic symptom of a bad crank pos sensor (and/or wiring to that sensor). Next time it happens pour some cool water on the sensor cover and see what happens.
