Yes its not that hard.
The Discovery I was made to be fixed in the most remote parts of the world with
min of tools.
The only thing is that you will be working with gas and you need to make sure that
the battery is disconnected.
most places do not know that there is a port hole in the back to get to the fuel pump.
Most places will charge to drop the fuel tank and big bucks.

The Evap unit is under hood and not needed when replacing the fuel pump.
My Disco I is a early one and yours is a later one the fuel pump is different than mine
so it will work with the rest of your system, as does mine just a few different parts.
I would replace the fuel filter at the sametime and that will be harder than the fuel pump.

I already tried jumpstarting the car & it didn't work.
Also, I really am sure that I am incapable of fixing it myself... I guess I could ask someone but it at least helps to know that this shouldnt be difficult if they know how to do it correctly. Thanks!!
Any other advice is appreciated but I'll try to negotiate my cost down.

Your evap number is on a sticker in the front of your engine compartment where the hood latches... Its probably AEL which is about 400 bucks fronm AB. It has a metal retaing ring that youll need to replace,,about 15 bucks ..If it has quick connect fuel lines make sure you use the right tool to remove them..I have replaced mine ,,,,one of the easier fixes imo ...Thats alot of money to spend if you can fix it yourself

Give Mike your phone number and let him walk you through the steps to see if it truly is the fuel pump. He has your best interest in mind. He can walk you through some simple steps to see if the fuel pump is in fact broken without having to take anything apart or have any real mechanical knowedge.
