It's the law here to drive with your head lights on in inclement weather of any type. So, if you rearend someone here...you have a good chance of beating the ticket or not receiving (if you were traveling at a reasonable speed for conditions).

Yeah I'm sure it is here to, but people are so darn stupid/lazy these days, but oh gosh if you bump into them = totally different story.
