Alright I finally got around to examining the electrical componets of the front seats. Turns out the #15 fuse and #3 fuses were blown. I replaced with new ones, then tested out the seats and after a brief moment of working just fine the fuses blew again. What would cause the fuses to blow instantly? Could it mean that the wrong fuses are being used?
