When I key the ignition, I can hear the pump kick on for about a half a second, and it sounds normal.

So you jumped the pump directly? That's interesting. I'm guessing that's where the P0463 came from. That one did sound a little weird.

Okay, it doesn't sound like a pump issue. You could do a fuel pressure test to be 100% sure it's got pressure at the rail.
It sounds like you'll need to use a scan tool with live data. I would pay close attention to the engine coolant temp sensor, the throttle position sensor and the fuel trims. I have definitely seen coolant temp sensors cause problems just like this.
Also, make sure you get a good spike on the MAF when you do a throttle snap test. MAF sensors also have the intake air temp sensor built into it. Make sure you check that out too.

Hooked up a fuel pressure gauge to the rover today, and when the pump kicked on to prime it charged to 46 psi. When I started it, it ran from 56-60 psi. It seems like my pump is running correctly.

Yeah, that's plenty of fuel pressure for sure. Did you get a chance to check out your scan data?

Not yet trying to find someone with a code reader with the live scan data. Harbor freight has one for like 70 bucks. Any experience with harbor freight's scanners?

I don't know if I've used one. The one I use at home is an Actron it works pretty good. The one I use at the shop I work at is awesome. It has bi-directional controls and factory data. That's not always necessary though. Especially for home use. Mine has pretty much everything I need. It was about $200.

Got a scanner coming from eBay. Used Bosch 1150 for $65. Live data, with graphs, some other stuff I'll probably never use, or understand, but I will have data to post in a few days.
