The Discovery uses a full time four wheel drive system with a center differential to allow for difference in rotation speed of the front and rear drive shafts. The 2004 model brought back the center differential lock that works like a locker in a normal axle forcing the shafts to spin at the same speed increasing traction.

All disco's are full time 4x4, no locking hubs. I've gotan '04, which is when they brought back the center locking diff (locks front and rear drive shafts together). So, you got hi for everyday driving, low is for off-road < 10mph and in either in the '04 you can pull the lever to the left to lock the diff.

Your Dodge is part time 4 wheel drive, that is why it has the locking front hubs.
With the hubs unlocked the front wheels "free wheel", meaning that they just coast.
In a full time four wheel drive all four wheels are always under power.
Full time 4x4 uses gears, all wheel drive uses clutches, part time 4x4 uses a combination of the two.
