Default Accessing Seat Belt

The driver's seat belt in my 2001 Discovery will not extend or retract. It is just locked in place. I would like to get at the seat belt mechanism to see if something is jamming it (before spending $450 to have it replaced.) Can someone tell me how to remove the plastic cover over the driver side door post between the front and back seats? I am talking about the vertical plastic that covers where the seat belt runs. Any help would be appreciated.

DO NOTMESSWITHTHESEATBELT MECHANISM, it is gas charged and can explode in your face and could kill you.
Spend the money and have it looked at by a pro, somethings you just dont want to mess with.

if it wont retract either, its most likely just jammed, folded over where it goes through a roller, try pulling out on it hard, dont pull against the plastic, but straight out, see if it works, if not, pull your door seals off around the pillar, youll see little metal clips, pull these loose from the door jam, and the piece will kind of pop off and almost fold in the middle, top has to come down. the belt itself is not charged, no worries there, but be careful with that trim, you dont want to break it
