Default ACE leaking fluid at the actuator arm? Bushing damaged?

So I think I've spotted two issues with my Discovery 2 ACE:

1. There seems to be a PAS fluid leak somewhere from the actuator. Can I fix this with new seals or does the whole unit have to go?
2. Bushing of the actuator is buggered? Is this easy to replace?

Here's how it looks in HD. What's your diagnosis, doc? Is it bad?


Car: 2003 Discovery 2a ACE SLS 4.0L V8 (right hand drive, AUS)
