I’m not sure I would recommend any 14 year old car to someone who does not want to wrench. You don’t need to do headgaskets, but should be able to switch out little bits like window regulators, refurb the wiper switches, and other small jobs.

in addition, having an obdII, monitoring engine temps, and being able to reset codes are a must for a Rover V8

That said, at a budget of 10k cash, maybe you could negotiate a LS swap into a non working DII from a breaker. Not sure.
