The good news is it is operating as designed... The bad news as previously mentioned is the design was compromised by the need to meet regulatory demands.
Swapping out the thermostat, keeping your cooling system in 100% tip top condition, proper bleeding, flushing the heater core if you've had Dex Cool in your system recently... getting rid of the DexCool... And monitoring real time temps can all keep your engine and head gaskets living longer.

If you were running the A/C you might check that your auxiliary electric fan(s) are running. With that said it/they won't kick on till engine and ambient temps are up but in your original post conditions I imagine it/they should have been running. My aux fan was frozen when I took ownership, easy to replace.
I occasionally see 215F or so on a 90F day with A/C running and a 180F thermostat. I'm running new radiator, heater core and all fresh green antifreeze also.
It used to bother me but not anymore. I watch my Ultraguage and have an alarm if it hits 220F.
