Default air in brake lines

I have bled my brakes at least twice per week for a month now and still have air in them or what feels like air. could there be air in the master cylinder?

when you bleed them, are they hard at first and slowly add air? The seals at the bottom of the reservoir could be leaking out or in, or you could be sucking air through a caliper cylinder.

Do you get more air on a certain wheel?

it seems that all the wheels are the same. I can stop great 9 out of 10 times and then that one time it feels like the abs is surging but the system is not on (removed fuse to to test) then it will grab and work fine.

gravity bleed them for a few hours but in general disco brakes are soft and you could have a bad master cylinder or your rubber break lines are shot and flexing too much.

Do you get air out when you bleed?

A feeling of ABS surging without it on could be a wheel bearing. How long since you checked? I assume the pads and rotors are ok?
