Personally this bleeding heart Liberal thinks all 50 states should have emissions testing on all vehicles 15 years old and newer.
Let the older ones be as they may because most people who drive those do not drive them very far or they are used mostly as "trail rigs" or some such.

around here all metro atlanta counties require testing...I guess there are some people that live 60 miles out in a non-emission county and commute everyday to work in the city but not very many compared to the number living in the suburbs.

I understand what you are saying Nite Train, but it still makes no sense, here there are people who commute over 70 miles one way so living in one county and not having to test your car and working in another where they do test...then why in the hell would you live in the county where they do test?
I would just buy a house in the non testing county, know what I mean Vern?

Since 96 federal emissions require that the vehicles monitor everything. Anytime the vehicle battery is disconnected or the codes are clear with a handheld device then the vehicle has to be driven to start the monitors. In land rover terms there are five different drive cycles. some are smaller others are longer. Each one builds off on one another. Most of the time to get it thru inspection you have to drive it thru city traffic for about twenty minutes and then drive ten minutes at 60 mph and above without using the cruise control. let it idle for three minutes and you should be fine. You will have at least seven go thru. Most states require all but one monitor not ready. Evap is usually the one that doesn't set. That requires alot more driving. If you have testbook you can do the test and get it done quicker.

A good scan gauge should show if your monitors are "ready." I think I drove mine about 30 miles and it showed "7 of 7 readiness monitors are set." I don't have emissions testing here, but I still stay on top of it just to get the most mpg's possible. Remember the junkers from the early 80's that had the smog pump? I had an 82 Jeep with a frozen smog pump and the emission tubes plugged..... got 9 mpg! I put a new pump on and hooked everything back up and got 13mpg!! No, I'm not a tree hugger but that's just how engines were designed to run efficiently.
