If you had a gizmo of any design; electronic, mechanical, piezo-electric ultrasonic atomizer, pulse-width modulator fur lined enchancer - if it would improve fuel economy 25% and not impact relaibility/drivability, market forces would make it standard equipment. So your point about cooling and fuel delivery is spot on, as increased HP puts increased stress on all other parts, from motor mounts to drive line, and of course, wallet.
It would not appear that the Rover engine is "held back" in capability, if anything, it has been reamed out to get where it is today.
As to variations in state of tune with more HP across product line up, that is usually not accomplished by just a resistor change at the factory. More likely different cam, different timing, different piston dome, variations in valve size, different tranny, etc.
And for tune resistors, euro versions of Mercedes had them for over 20 years, a switch that selected several choices, used to impact timing for quality of gasoline available. They only offer a fixed version in the US, some people snip it out, trying to run on non-premium fuel.

Here you go from the Bosch tech manual. The ECU adjusts (adapts) to changes in the fuel system, so a resistor change would simply push it to one side, and control system would try to pull it back, or null out any change. Out of range, it will set codes. Total failure, it will switch to programmed backup inside the ECU. But with this info I'm sure a dedicated experimenter could have a go at it. Better MPG and more power are two different directions of the fuel/air ratio.

I think ultimately one has to come to the realization that the Discovery is not meant to be a HP monster. It is a slow, very offload capable truck that makes good torque.
Either go all out with a 350 swap or just live with what you got.
As Savannah has mentioned I'm pretty happy with my engine not leaking and overheating. If it can do that I'm good.
