Pipe is not a great choice, relatively low carbon steel and soft. Summit racing has Melling sleeves pretty cheap https://www.summitracing.com/parts/m...2266/overview/
Could probably ask your machine shop the cost to machine these to size. Probably come close to the $500 total for the other option.

I'm sure there is a cheaper way, but the Summit sleeves will work.

Yes. Richard, the guy who old them to me, and is wife were great! Can speak highly enough about them. Also met the owner of "The Shop" a British truck repair shop.
Luke (the owner) was super nice and was an encyclopedia of knowledge. I hung around most of the afternoon talking rovers ans looking at some of his collection of British makes.
I recommend anyone in the ATL area stop by and see these folks.

Only problem with going this route is there's still the risk of coolant leaks from cracks in the cylinder bores which may be exposed by removing the original liners to install the factory style replacements. That's why most go to the extra (more expensive) effort of installing Darton top hats with o-rings; they resolve all issues in one step.

Oh, great.
Based on the conversation I mistakenly thought you decided upon the Melling sleeves from Summit Racing. If anything goes wrong at your machine shop (God forbid) HMU - I have a spare 4.6 block with the OEM sleeves removed ready for the Rottler cylinder boring machine.
