The dealership and independent dealer both told me I need new front/rear brakes and rotors, this will be my 2nd time replacing them and my Discovery SE only has 60k miles. They keep telling my that I can't just replace the pads, that I must replace the rotors anytime I replace the pads. Is this true? I did feel a lip on the rotors. Also, do most brakes and rotors average 30k miles?

Yes you can replace just the pads, but without turning the rotors they will squeak.
Cheap pads will not last very long.
You should have gotten a warranty on the old pads, all brake shops, like Midas for example, come with a lifetime warranty.
How long brakes last depends on how you drive, where you drive, what you tow/carry in/with the truck.
On my work van for example I need new pads every 6 weeks or so.

Go to Atlantic British buy some of their brake pads which are on sale.
Do not machine your rotors, first they are already too thin with no meat to grind down and the factory rotors use too soft an alloy and do not resurface well.
Make sure to use lots of sound deadening spray and blled the brakes.

rear brakes and rotors
i was told by the landrover dealer that you have to replace the rotor and the pads b/c the rotors cannot be turned . so i also founf out that there is a sensor on the rear rotors so o you may call the dealer and ask them for some advise. it was helpful to me for other parts .

there is no sort of sensor on the brakes at all on a disco. and listen to mike, dont have them turned. usually youll get two sets of pads per set of rotors, and yeah, 30 isnt bad, its a heavy truck with soft brakes. im right outside of dc, lots of traffic, and these trucks are lucky to see much over 15k from a set of pads.
