If it is on manual mode, can you use the fans speed button to change fan speeds? If so, which ones work, if any?

NO, The on/off switch works.
In other words I can turn on or off the a/c panel climate control, plus I can switch manual to auto but when I do that is when its stops blowing air.. now the wierd thing is when I do that the defrost mode light turns on..(it happens only when I want the air to circulate inside)

I'm really not understanding what is going on based on you you are describing it.

I'm asking if you can change the fan speeds. This actually works in auto or manual. I'm trying to get an idea if this is simply a blower motor relay or blower motors, and not control circuitry or power supply.

It sounds like you'll be best served by finding a good indie Rover shop to diagnose this. The dealer is almost certainly wrong (at least in their choice of solution), and definitely overcharging for parts and work.

Sounds exactly like as past issue my A/C had: Could feel the cold air trickling out of the vents ONLY whilke the truck was moving...that is because of the vents pumping in the exterior air. I found a used BLOWER MOTOR on ebay, swapped it out and it worked like a charm. Good Luck!

Any sane shop would give you some choices. Like bypassing the problem circuit with an inline fuse.

This isn't a new truck. It's not worth $40+ K anymore. Let's be realistic here.
Yea, but dealership techs are "coached" to sell parts and hours. I would know. I see cars that realistically need a little tape around and electrical connector bc the plug has gotten loose. We sell them a entire blower motor assembly.

A friend of a mine just tested the blower motor and it seems to work just fine!
He connected it straight to the battery and it worked... ANY SUGGESTIONS!!!!!

x2 blower motor.

just helped my buddy put one in his old BMW M3.

do you smell anything? like an electric burning smell coming from that blower motor thru the vents? put your nose up close. if you do, that is definitely what it is.

it could be bad, or clogged with simple weather elements over time
