Default Caliper Problems

I took myDiscoIin to have my wheel bearings repacked and had my mechanic throw on some new pads since he'd have the caliper off the wheels anyway. He told me that he could only get 1 of 4 sets of pads on. The other calipers he said would spread, but wouldn't open far enough to put new pads on.
He was not a specialized Rover mechanic, I'm wondering if he knows what he's talking about. Is there some trick to getting these calipers to spread? It seems very unlikely to me that 3 of 4 of my calipers would not be frozen, but would not open far enough to accept new pads.
Any thoughts would be great before I spend $400 on new calipers!

Open the bleed screw on the back of the caliper before spreading it open, then do a full bleed job when you have replaced all your pads.
