Can I install TF 2" lift shocks without the 2" lift springs?
I think the stock LR 18's are 255/55R18's. The JK/JKU's are running 255/70R18's which is a taller tire. That's why I highly suggest finding a set when you do the 2inch TF lift. All you have to do for the spare tire to fit is flip the tire carrier over, and cut a notch in it for the wiper. After that the full size matching spare tire will fit like it was made for it!
My Java Black 02 D2 had a 2inch lift, the JK/JKU 18inch tires and it looked really sharp. I got my 18inch JK/JKU tires from a Jeep buddy for free, but 500.00 for a set of 5 off of CL is a great deal.

Not all springs say. Its very common, but not 100%. On my truck the springs were still perfectly within spec. Measure to find out. From the wheel arch to the center of the hub/rim: Front is 19.5" plus or minus .5". Rear is 19" plus or minus .5".
Measure both sides and then average the left and right for the true measurement since you'll have a hell of a time finding anywhere perfectly flat.

Here's my deal: I want a 2" TF lift and beefier tires, but my existing tires are practically new. At the same time the shocks are worn, and need to be replaced sooner rather than later. So I need the shocks soon, but the lift later.
If I put stock shocks, then to do a lift I need to buy a whole new kit later. So that's $250 now for TF shocks alone and then $500 later for new shocks and new springs for the lift.
On top of that -- to buy a new set of shocks and springs at OEM/stock original height, it's more expensive than a lift kit.
I feel a little stuck LOL

You should, IMO, do the 2" lift shocks at the same time as the 2" lift springs for the previously stated reasons, there is no other option except stock shocks with stock springs. The existing wheels and tires will be OK with the lifted shocks and springs for now.
If your stock 18" wheels and tires are good I'll buy all 5 at the right price and the freight is reasonable.

Later I will replace my tires with some new 255/70 R18 take-offs from a Jeep Wrangler and keep the 18 inch wheels. I don't offroad or go mudding. I don't need 16 inch wheels (yet).

I have 7.5 inches clearance to get in the garage. I should easily be able to go up 2 inches plus another 3 inches with 255/70 R18 tires and have 2 inches to spare. Lol
