I think it would be better to cut the lower half of the window off...
If you cut the top half off, it wouldnt roll all the way up..

Spike, there was a MythBusters about driving with the windows down vs. up. At highway speed, windows up with a/c was better mpg than windows down without a/c. They re-visited the myth only at 1/2 the speed and found the opposite was true. It's better (at slower speeds) to have the windows down and a/c turned off.
