Chirping under the hood

Hey all, so after getting my code reader back from the kid, ( he has a P38 ) I got a P0430 code. I believe its the passenger cat or o2 sensor. I checked the fan blade for loosness but it was tight. I still have the chirping noise when the engine has been run for about 20 min. I ordered a pully & tensioner kit because it sounds like a bearing squealling. I put new 02 sensors in the front at about 100K, The mileage is 140K now, about 8K miles on the new rebuilt motor. I was gonna clean the 02 sensors and re-install them. The iCarsoft LRII reader says that P0430 is " CATALYST SYSTEM EFFICIENCY BELOW THRESHOLD BANK 2" Any reccomondations? I was also told to check the waterpump weephole to see if it might be leaking a little. Guess I better pressure test the system. Anyone know where the water pump weep hole is if Im looking up under the truck?

You see the weep hole from the top front...

Anyone know where the water pump weep hole is if I'm looking up under the truck?
You will have the best view from the Passenger Side top.
