Default CMP tests OK but throws code immediately

This is puzzling to me:

2004 D2
Just replaced HG and freshened up everything from the HG up.
I am getting CMP code. I had an extra sensor and installed it and it still pops up immediately.
Bench tested the 3 wire sensor as follows:
12V connected to the positive pin of sensor
Ground connected to the negative pin and multi-meter
Middle signal pin connected to multi meter shows 12V
moved metal object past sensor and the voltage drops

This seems to indicate it is working. Tested both sensors.

Tested wiring harness to confirm 12V and continuity to ground.

Rigged up a jumper to the signal wire and tested the sensor with ignition switch ON engine OFF
Slowly turned crankshaft and watched signal voltage - if i turn it VERY slowly I can see the voltage interference 4 times per crankshaft revolution - It doesn't go to zero but there is momentary interference.

So if the sensor is working where do I go next?

Engine seems to be working fine just the camshaft position sensor code immediately.
Engine starts quickly.

Anyone have any ideas?
