Is it a '99 DI, or a '99 DII?

Does it have the engine light on?

The cold start may be a number of things, fastest way to diagnose is with an OBDII code reader to see which, if any, sensors are in error.

The high idle is usually due to a lack of maint. causing carbon/sludge buildup on the IAC - "idle air control" or "stepper motor"

It may be a malfunction of the fuel pump also.

do a search here for "cleaning IAC" or "stepper motor" that will get you started (no pun)

Do the same for "hard starting"

It helps to know which model discovery, as they changed '99 mid year.

luck,greg

Are your door handle flush with the body panels or do they stick out?
Are your HVAC controls electronic or manual?
How about your odometer, analog or LCD?
What grade of gas are you using? What brand?
What lights are on on the dash? For how long?
All Disco's from '96-'03 have the 4.0.
