What is the total cost in parts and labor to pimp out a 1999 Land Rover Discovery II ?

Roof rack
Snorkel

That's hard to answer. Different brands and styles for most of what your talking about. But I would estimate 5k for what your looking for, decent brands and labor if you don't do it yourself.

Rack 800
Snorkel 500
Front and Rear bumpers 1500
Antenna and cable 75
Foot step 120
Tires 1000
Ladder 100
Plus labor

You can get bumpers for $1000 and you can build a snorkel (check out my signature link) for less than $150. If you actually do just want the CB antenna for looks and not function... $30 maybe? Tires depend on rim size. I'm gonna assume 16", so probably $170/ea give or take.

Are you doing all this just for looks or for function? If it's for looks, there are cheaper mods you can do to make it look cool. Removing the plastic below the doors and at the bottom of the rear quarter panels, trimming the metal that was under the plastic on the quarter panel will make it look a little taller. Leave the factory rear bumper, replace the front bumper with a tube style. More expensive, but will save money over all going for that look. Maybe $1200 for the bumper. Same price for tires. The removing and trim is free. 2" BORA wheel spacers are like $250 I think; DO NOT GET ANOTHER CHEAPER BRAND. Toss the rack and snorkel idea, mount some halogen lights. $10/ea on Amazon and at Harbor Freight. I've used them, they're good lights. Toss the step idea. Same $30 for the CB antenna or $75 if you want it to function.

It really all depends on what you want to use it for, though. And it's all stuff you can learn to do on your own, and should if you plan to keep the truck long term. If you don't know how to work on it then learn. These aren't like most vehicles. They can be just as reliable as anything, but they require thorough preventative care. They're a big time investment for a mall crawler.

"Roof rack
Snorkel
Headlight Guards Don't need. They may look the part but offer nothing.
Tailight Guards Ditto
Front back bumper guards If you're talking about a bull bar don't waste your money. They do more harm than good. Replace stock bumpers with HD.
2 sunroofs Didn't most D2's come with two sunroofs??
CV Radio Antantee
Foot Step In the back? Don't bother. Along the side? You'll want sliders that double as a step, not true steps/running boards.
Ladder
Jacked up Tires "

The cost will vary wildly. If you are patient and wait for deals and do the work yourself you can probably do it for $2000. If you want it now and buy everything new and pay someone to do it you'll be looking at upwards of $5k easy.
Something else to consider would be to just buy a used D2 already setup with all the goodies.

$5K for that lot if it's quality kit and you fit it yourself.

After reading all the problems people have, I am glad I don't have them, especially in the Pacific NW where it rains all the time
