Cost to replace engine on 99-04 Disco 2?
OEM is easiest as everything fits. But if you buy a used low miles engine, make sure it has the same SAI/no SAI config as your original in case you have to pass emissions check...
You can get a used engine, but since it will be out of the car, might as well replace everything from head gaskets , H2O pump, to rod bearings. read up on the the many engine builds in this forum for tips.

$2000 to install engine
$1500 to build shortblock
$800 for a donor block
$1500 for engine rebuild kit from turner
if your block and heads are good and you do all the work yourself, you might be able to do it for as little at $2000.
