D2 4.6 removal?
I've heard lots of good things about the Crower cams. I've got a Kent H180 cam and I love it. I can't say definitively how much difference it made because I did a port and polish at the same time, but I can say that the two together were quite significant.
Even without the port job I'd still say yes on the cam.

I'm buying a refurbished set of heads next week.
And just bought another big pile of parts from Lucky8.
As I find time, the engine is coming out.
All new gaskets, rod, crank, finished cam bearings, rings, flexplate(stock, couldn't break my budget again, came in with $18 to spare, lol). Lifters, pushrods, rocker shafts, front cover, and more.
Going to pin all 8 liners. Hone cylinders.
No machine work to block. Engine has 122k miles, ran excellent, didn't heat, just couldn't get rid of the tick.
Standard rings and bearings should be fine.
Engine is clean inside, and not even a speck of dirt in any
of the water jackets/coolant passages.
So I think it will be fine.
Front/rear trans seals and filter, and remove and reseal transfer case. Change oil in differentials,
Hopefully it'll be done by tax return time, then 4 Bosch O2 sensors, new battery, whatever insurance hits me for new heated windshield, 2 door lock actuators, headliner, and driver window has been slowing down, so track and regulator.
And who knows what else.
Once I get it fixed and dependable, and my pockets recover...2" lift, steel wheels with AT tires, bumpers, winch, blah, blah, blah.
...and you thought Your Rover needed parts, lol.

Out of curiosity, why are you buying refurbished heads? You can have your own heads decked for around $100, and a valve job if you so desire for maybe another $150

Closest machine shop is over hr round trip, and would actually cost more, parts and labor.
Refurbished heads will come to the doorstep.
Some things are worth it.
I actually think my heads are ok.
But, I'm rebuilding all of it.
So I can be sure nothing will tick.
I'm going to mic the crank, but I'm betting it's good and I will have no machining needed, and can use standard bearings. At least that's the plan for now.
You mention not being able to get rid of "tick".
When you pulled the heads, did you notice any steam cleaning of the piston tops? Mine had three cylinders that were steam cleaned, equaling...slipped liners. Just curious.

I installed the crower cam with new lifters and I noticed a big difference in low end torque. Top end is about the same, taking off from a dead stop you really notice it. Butt dyno would tell me i gained about +20 lbs of torque and maybe +10 hp. I think that's well worth it for about $250.
