I took it to a machine shop that did a hot pressure test by using a blow torch to heat it up. According to them it passed the pressure test!

 

@evil_goat A hot pressure test needs to get the block up to between 176 and 212 deg's F I find it hard to believe a blow torch would get the entire block that hot. But if it passes what sounds like a warm test and you are happy then rebuild it, just accept it may overheat.
