I have a spare engine bay fuse box if it comes to that. I believe that it is fully operational.

Final report and outcome: the problem was the interior fuse box.

I re-installed the old one that I had removed last year due to the A/C blower issue. Had to reset the alarm and it started on the first attempt. I don't have A/C again, but at least the engine is running fine.

Check a pull a part place for a new interior fuse box. if none are close maybe a member might have one.

Was it because of rust? Why would the fuse panel go bad? Especially an interior one?

I don't know for sure, but I don't think that it was rust. I opened it and I saw no rust, but I noticed that one of the soldered "things" on the electronic board looked burned.

If you Google search "Land Rover Discovery 2 fuse box", you'll find a lot of people having problems with the fuse box; especially with fuses 6 and/or 7 for the A/C blower motor.

It was another forum member that posted the instructions on how to diagnose the issue and check for the proper current going from the fuse box to the coil packs.

Make sure you get the proper interior fuse block. 99-02 is not the same as 03-04.
