Well, the results are in. I had the good fortune of happening upon a very good indy Rover mechanic, and I left him with my box of likely guesses ( both fuse boxes, coil packs, cam position sensor, icu bcu instrument cluster combo). Mine is a 2000, the parts where off a 2004. 3 hours of labor later the truck was running for the first time in a month. The culprit? The BCU. He was able to reprogram the donor BCU, however there are a few odd things that he couldn't eliminate. The front wipers won't park, and they come on when the rear wiper switch is pressed. And the door chimes when the key is not in the ignition, and the instrument lights stay on when the truck is off, and then turn off at some point later on. So we got to figure that out, but I was just so thankful that it would run again because I have put so much time into the truck.

So now the question is: are the BCU's the same from 99-04? From looking at them on Ebay, it looks like there are two different part numbers, one for 99-02, and one for 03-04. I couldn't find anything in the forums about that, and paradoxically the one I pulled from my truck had the 03-04 part number even though it's a 2000. I don't know the history on it, so I suppose it's possible someone had switched it out at some point. Anybody know about this? Can you program an 04 BCU to run in an earlier truck?

Weird. How would the bcu stop the disco all of a sudden from starting ??

Yeah, your original post said it all started with...a slight hesitation, then began starting hard, then not at all.
