OK, I spoke with Mike and I've checked a few more things and believe I've found the culprit....
The condenser fan for the A/C blew the 40A fuse, so it wasn't spinning at all. Only problem is I replaced the fuse and it blew immediately. I'm not an electrical expert, so what are the top causes for this and where do I start my troubleshooting???

Try and spin the fan by hand, if it wont turn it is toast.

I disconnected the fan and put a new fuse in. Drove around for a bit and the fuse didn't blow, so it appears to be the fan. I took the grill off and got in there and you bet, Spike, the fan won't turn at all.
Ah, the hunt begins for a new one! I'll head your advice, Mike, and stick with an OEM replacement.

How much do you like to tinker?
Is the fan motor made by Denso?
I have been told that you can take the fan motor out of a Toyota and install it into your Rover fan housing and use the LR wiring.
I am not recommended this but if you wanted to tinker and see if it will work, you can get a Toyota fan from a Corolla or Camry out of a junk yard for like $10.

I do not know what year Toyota you ned to be looking at.
I would just take my fan motor to the junk yard and start trying to match it up, there should be a model # printed on your fan motor and you can just match it up.
There may be others have use the same fan motor too, so look into all the imports, domestics will use domestic parts so you need to look at imports.
You may need to buy the whole fan and shroud but what you want is the motor.
You may need to cut the plug off the "new" fan and splice in your "old" plug but thats no big deal, a couple of wire crimps and heat shrink and you'll be good to go.

The A/C fan was locked up on my 03 when I got it but it never over heated. I got a pull-off for $50. Replacing it is a pain in the *** because the bolts are small and a little hard to get to, but can be done in the driveway with a few hand tools.
As far as I could tell, and 3 trips to different auto-parts stores in my area, it is not possible to replace the motor with a Corolla/Camry motor. I'm pretty sure that only works on the D1's or two fan set-ups.
