Here is what I found:

OFF Position Crank Position

87 12.7 12.7

86 .0 12.3

30 .0 .0

85 .0 .07

After I checked all the pins I put a new relay in R2 and there was no change. What would be next? Starter solenoid? The starter itself?

While I was thinking about it I tried to test the wire that goes to the solenoid. There is a slim red wire, I think it was red, that goes to the solenoid. I put the probe in until it felt like it had made contact and turned the key and nothing, reading was 0.0. I am not sure if this is a wire that would be next in line for elimination.

ok just to make sure I would suggest you test for ground on pin 85. just put the red lead of your meter to the positive terminal of the battery and the black lead to pin 85 on the starter relay if your meter reads 12 volts your problem is either in the starter solenoid or the starter motor. At this point my first suggestion would be to gently tap the starter assembly with a small hammer to first rule out a jammed bendix, Then test all of the contacts on the starter (be careful as there is high current live cables there), then remove it and have it tested and replaced if needed

I did tap the starter ( old trick but and good one ) before my last post with no change. I tested 85 and meter read 0.0.

I believe auto zone tests starters,first test the constant and switched power at the starter and if it is ok I would pull the assembly and see if they can test it. then replace if needed

After testing 85 I took a piece of wire and inserted it in 85 along with the relay and grounded the wire, there was no change other than the headlight sprayers coming on!!! I know I was testing R2, they must be connected?

I don't even know where to begin on that one? I would think 85 should have ground on it at all times regardless of anything, however I wanted you to test for ground to rule out the possibility of an anti-theft starter kill that activates with that wire (unlikely but possible) I would definitely test for power at the starter solenoid at this point.

I pulled the starter and had it tested and it was shot, to be honest I was hoping that it was!! Autozone had them in stock and I was able to get %10 off for a grand total of $90.25 with a lifetime warranty. Not bad uh? Installed the new starter and cranked right up!! I was really surprised how easy the removal and installation was.

Special thanks to Chris for helping me through this, I learned a lot about what is going on with the electrical system and this knowledge will come in handy in the future I am sure.
