Default Discovery II 4.0 valve sleeves? Off not sure

Hi everyone thanks for looking and thanks for the help in advanced. I was taking the heads off of my D2 after I took them off I noticed one valve on each head was noticeable off sticking lower than the rest by about a 1/4 and saw where it was slapping the piston, not sure what to do to fix this any help would be appreciated. It's a 2000 Disco with a 4.0 and 82xxx miles. Here are some pictures of it. You can see its noticably raised.(passenger side head)
Here how i belive it should be.
This one is raised as well and seems to have fourmed a burr, i do wish to fix this before putting the heads back on(driver side head).

The valve seats have become loose. I'd take them to a machanic shop and see what they think. The heads may be junk, if they do not hold a seat anylonger. Weird, that they would come loose...has the engine ever been overheated?

no never overheated, just started running rough, wouldn't move at all due to water in cylinders, checked oil saw it was milky , so started disassemble, hoping head will be good( in Guam so it'll be hard to find new or used ones) have to look for the right machine shop, work in one myself,(Navy) but don't know what to even think on this besides vibration, made it slip lose.

Just looked at the pictures better, enlarged, and those heads are most likely junk/scrap. Didn't see the marks in the last photo originally, or oblonged seat in second. There is no way I'd put those heads back on a vehicle, even if they were re-done. If they didn't hold the seats after 82K...they sure as heck would be suspect to doing it again...even if they staked the seats afterwards.

would you recommend just ordering new or re-manufactured heads instead of wasting money trying to fix them

Truth be told...in my 40 some years as being a mechanic...I've never seen such a thing. Usless the engine was heavily overheated or something. But, for you to say it never was (overheated), I'd have to assume there is a defect in the head itself...and me...I'd have a hard time investing any faith in those heads. Especially, if any of those seating areas in the head are oblong or heavily distorted. To much work, only to have to do it over again later.

Now, with that being said...a second opinion never hurts...especially one that can actually feel/touch/measure such issues.

Me, I'd be on the phone setting up delivery of a remanufactured set of heads. You're in the Navy...they must need anchors around there somewhere (old heads).

This and...........

Valve seat inserts - renew

NOTE: Service valve seat inserts are
available 0.025 mm (0.001 in) oversize on
outside diameter to ensure interference fit.
The engine OH manual does have some guidance for inspection and replacement of seats.

A set of heads costs less than $80 around here, add shipping onto that and you're still fairly cheap.
