I have an 2002 with the 4.0L engine. I had an issue with a o2 sensor harness wire that had previously been "repaired." Turns out, the mechanic mixed the wires around and sent (12v) to the ground for the signal return of said o2 sensor(max 1 volt). It fried the ecu to where I have no movement on said o2 sensor, though it runs and drives. The issue is I can't pass emissions with the check engine light on. I have gone through the complete testing procedure. It is a bad ECU. No bad o2 sensor, wiring, etc.
Anyways, I have received the correct replacement ecu( with SAI) from a running rover with no issues. I read that it will not start without the accompanying BCU, which I did not grab. And will lose the current mileage even if I did.
So, Which scan tools will let you "Learn/Reprogram" the ECU so it will start and help save the mileage?

I've looked into this, but haven't quite nailed down all possible answers. From other threads, these appear to be options:
(1) Dealership can do it, not totally clear how willing or cost. Call and ask is only option.
(2) Online services can take old ECU and re-program replacement ECU. You mail them stuff, then send back a "plug and play" ECU. I've talked to AES Modules and ECU Technologies. Prices from $350 to $850.
(3) Some threads talk about buying a diagnostic tool (Nanocom or Hawkeye) and using it. I've asked Dusty1 for clarification. Jafir would know, too. But the Nanocom manuals seem to say it can't be used to re-program DII ECU . . so, I dunno.
Let me know if you figure this out, please.

Huh. A dealership service center in Utah just told me it is not possible for them to reprogram an ECM to a new vehicle. He simple said that it will only every work in one vehicle, no fixing it.
Now, I am pretty sure that is just not true, but at least this dealership won't do it.
To re-program a non-vin-locked ECM was only $130.

I beleive the dealership CAN do it, but the one I talked to won't or doesn't know how.
Abran, if it's possible to send you ECU/additional parts and get a replacement ECU programmed to a new VIN/vehicle??
